Sorry but this is not fixed, the fix you mention results in the posts being posted straight away and also affects the timing, we are 10 hours ahead and setting the time you suggest on the blog affects all posts.
The system worked fine up until the software update several months ago when this was first raised.
Also I've requested a new registration key as I needed to reload the software on my computer and it no longer works, I requested the new k ey over a week ago and have head nothing, so now I have a useless piece of software that is unreliable and not able to be used.
